Martyr Rashad Mahmudov was born in 1992 in the Ashagi Djurali village, in the Bilasuvar district. After graduating from the Military Lyceum that bears the name of Dj. Nakhchivanski and in the Azerbaijani Higher Military School named after H. Aliyev served in the N military unit of the Tovuz district.
Officials from The Ministry of Defence, The State Service for Mobilization and Conscription, the district's executive power, members of the martyr's family, comrades-in-arms, members of the public and villagers attended to the funeral ceremony.

Sevda Huseynova, mother of the martyr, said she was proud that her son had become a martyr despite the mourning.
