Jeyhun Nehmatov was born on September 8, 1994 in Baku. From 2001-2012, he studied at high school number 123 named after Haji Zeynalabdin Taghiyev in the Mardakan settlement.
In 2016, He graduated from the Academy of the State Border Service majoring in mechanical engineering. In 2016-2018, he served as a platoon commander in the Agile Movement Brigade of the Agile Movement Forces, and in 2018-2019, he served as the deputy head of the border outpost in the Kazakh separate border division of the Border Troops.
He was distinguished by his high discipline, care and diligence in all the positions he served, and was always an example.
